You can register for RoboRAVE Germany online
Register for RoboRAVE workshops and courses on the respective pages in the phaenovum course list.
No, only teams of at least 2 but no more than 4 members can compete.
Attend one of the courses offered by phaenovum to meet a few kindred spirits.
Contact your school to find out if it has an IT or robotics club or whether there are any teachers who are actively involved in this area. That would also be a good place to ask whether anybody might be interested in joining you (and others) to compete in RoboRAVE Germany.
